When it comes to RWA, everyone may be familiar with it. A few months ago, RWA triggered extensive discussions with its strong concept of asset digitization, causing the market to speculate on secondary narratives. For a time, RWA concept tokens emerged one after another, and they came to seize the first pot of gold brought by institutions. However, similar to all concepts that stand out from the crowd, due to various restrictions such as supervision and scenarios, RWA has returned to calm after large institutions and regional governments have made their platforms short-lived. I thought it would be lost to everyone, but what I didn’t expect was that a few months later, the RWA track became popular again. The key person who ignited this fire is BlackRock. On March 20, BlackRock announced the launch of its first tokenized fund issued on a public blockchain, the BlackRock USD Institutional Digital Liquidity Fund (BUIDL). It is reported that BUIDL will be conducted through Securitize, a digital asset securities company focusing on RWA.
Hong Kong is rapidly becoming a compliance pioneer in the global digital asset sector. Its innovative regulatory strategies have not only attracted a large influx of capital but also introduced new variables to the competitive landscape of global financial centers. Recent data shows that by the end of March 2025, the number of registered funds in Hong Kong has reached 976, with a net inflow of over 44 billion USD, representing a year-on-year growth of 285%. The number of family offices is also set to surpass 3,000, and it is expected that in the next 2-3 years, Hong Kong will become the largest region in the world for cross-border asset management. The Financial Secretary of Hong Kong, Paul Chan, recently stated that Hong Kong has become one of the first jurisdictions in the world to establish a regulatory framework for fiat-backed stablecoins. The "Stablecoin Ordinance" will come into effect on August 1, and the Monetary Authority will subsequently begin issuing relevant licenses. This initiative requires stablecoin issuers to meet strict conditions, including passing KYC/AML checks, implementing cold and hot wallet segregation, and a minimum capital injection of 5 million HKD. Currently, the Hong Kong Securities and Futures Commission has issued 10 licenses for virtual asset trading platforms, and another 8 applications are under review. The new regulatory guidelines require platforms to have two executives with 3 years of experience, and cold wallets need to undergo third-party audits. Although these measures increase compliance costs, they also create significant market opportunities for eligible platforms. For example, leading exchanges such as HashKey and OSL have leveraged their license advantages to secure 17.2 billion HKD in bank custody business. The Hong Kong financial market has also shown a positive response. The Hang Seng Index has cumulatively risen by 3,800 points this year, with an increase of 20%, and the average daily trading volume reached HK$242 billion, a year-on-year growth of 1.2 times. This market trend is highly synchronized with the advancement of digital asset policies, with the operations of 10 licensed exchanges, HK$5.1 billion in bank custodial assets, and HK$79 billion in new stock fundraising, collectively forming the effect of the integration of traditional finance and Web3. Hong Kong is about to release its second digital asset policy declaration, which will focus on the issuance of security tokens (STOs), cross-border stablecoin settlement channels, and other content. These measures are expected to further promote institutional investors' attention to the digital asset sector. Hong Kong's proactive measures in the regulation of digital assets not only provide new momentum for its financial innovation but also set a reference example for other global financial centers. With the continuous improvement of the regulatory framework, Hong Kong is expected to play a more significant role in the global digital asset ecosystem.
