This resolution was introduced by Texas Congressman Al Green, who was expelled from the joint session of Congress earlier this year for repeatedly interrupting Trump's speech. Dozens of Democratic and Republican House members together rejected Green's resolution.

Green said the proposal was in response to Trump's strike against Iran last weekend. In a statement on Tuesday morning, he said, 'Trump's unauthorized bombing of Iran amounts to a de facto declaration of war. No president has the authority to drag this country into war without the authorization of the people's representatives.'
